Team-based staffing gains ground

Earlier this month, we hosted the seventh annual Strategic School Staffing Summit, bringing together educators, system leaders, policymakers, researchers, funders and advocates from across the country. Throughout the sessions and conversations, one message was clear: team-based staffing is moving beyond pilot efforts to broader implementation, with states and districts making sustained investments in approaches designed to strengthen teaching and learning.

This month’s newsletter highlights several important signals that the work is gaining traction across the education system. You’ll find a recap of key insights and real examples shared at the Summit, along with our latest blog breaking down new federal guidance that clarifies how Title II funds can support team-based staffing. The guidance creates new opportunities for states and districts to invest in team-based staffing models, educator career pathways and the conditions that make strong teams possible.

We’re also featuring a recent article from the National Conference of State Legislatures following its gathering of Education Chairs in Phoenix, Ariz., this fall. More than 50 legislators and legislative staff from 27 states joined us to see team-based models in action. Their reflections underscore why policymakers are increasingly paying attention to team-based teaching as a strategy to improve student outcomes while strengthening the educator workforce.

Taken together, these developments point to a meaningful shift. From innovation at the margins to growing alignment across practice, policy and investment, we are encouraged by the progress and by the leaders across the country who are transitioning to team-based staffing models and building the conditions for those teams to succeed.

How the 2026 Strategic Staffing Summit reflects a turning point in the field

The 2026 Strategic School Staffing Summit marked more than another annual convening; it signaled a turning point for a field gaining traction and moving toward scale. Hosted by Arizona State University’s Next Education Workforce initiative, the seventh annual Summit brought together nearly 100 speakers and more than 450 participants representing more than 150 organizations.
